The Conference marks the transition from a reactive public management model, focused on digital procedures, to a proactive one and oriented to the citizen experience. This transformation is driven by three key axes: the use of AI to gain operational efficiency, offer personalized services and enable data-based decision-making. Its responsible implementation requires rigorously addressing the ethical challenges of algorithmic transparency, privacy and digital inclusion. The ultimate goal is clear: to use technology not to replace, but to increase the capabilities of the public servant, freeing up his potential to exercise empathy, human judgment and attention to the complex needs of citizens.
